Inquiry to publish Volume 1 of its Final Report on 8 July
The Inquiry will publish Volume 1 of its Final Report on Tuesday 8 July 2025.
The report will be available to read on the Inquiry’s website at 12pm, and after this it will be laid before Parliament in line with Section 26 of the Inquiries Act 2005.
After the report is published, Sir Wyn will make a live statement at around 12:30pm, which will be live streamed on our YouTube channel.
This volume will focus on redress (compensation) and the human impact of the Horizon scandal.
In accordance with Rule 17 of the Inquiry Rules 2006, the Inquiry’s Core Participants will be provided with the report ahead of its publication.
More details for arrangements on the day will be provided to Core Participants in due course.

- This report will consider the human impact of the scandal and compensation (redress). Findings for the remaining phases, as well as overall recommendations, will follow in a final report, to be published in due course.
